Gjilan is characterized by a radical transformation today. This change evolved from an industrial economy to a new model of economy, based on high quality life and on the attention on themes such as education, research and innovation. The strategic position of Gjilan, located between Serbia and Macedonia, and the two important roads M25-2 Preshevo-Pristina and M25-3 Bujanovc Ferizaj make it an important interchange node. This position defines its urban structure, composed along two crossing axes. The design process begins by measuring this fluid space (system) through a series of urban sections. The result of this study is a continue variation in which the different public spaces do not have a relationship between each other, and in many cases are characterized by not having any relationship with human scale. This axis is characterized by an irregular shape, disproportion and a series of small squares and episodic gardens. Currently a identifier role of the road axes lacks. Structured and conceived only as a crossing space and not as a “place where to stay”, although the existence of activities, services, and a small park in the southern part that offers to the inhabitants adequate quality of life.

Concept_Bubbles Frame!

These features led us to compare the Gjilan’s axes with the Las Vegas’ Strip and to emphasize the contradiction between the anomaly and the disproportion of the road and its fronts with the surrounding context. Like in Las Vegas, where just behind the strip, there is the desert, even the Boulevard Idriz Seferi, juxtaposes the relevant road section (24 to 88m), with the main services of the city, to the historical/typical small-scale fabric that has characterized Gjilan.

Ex-tra Strip

Resilience, sustainability, adaptability strategies intend to transform the Gjilan’s principal axes in a spatial and configurative structure of the future city development and connectional/relational element that link together the future public multifunctional buildings, the Mirusha river (under construction/transformation) and the public spaces. This last element structures, connects, brings together and gives identity to the project area and links this one with the city surrounding.

Project

The project interprets the adaptability in two ways. In a functional sense, through flexible and temporary spaces characterized by different uses, that alternate and are otherwise accessible in different hours of the day or different seasons in order to meet the needs of a diverse audience. In a temporary sense, the project interprets the adaptability through the different phases and scenarios which is necessary for a urban project that transforms an area of 12.5 ha whose change should happen gradually over a period of time necessary for its implementation without interrupting the life that takes place in a strategic and central location such as Gjilan.

AVANT PROPOS– Europan 12 announces a shift in paradigm. It is a fact that the World is constantly changing socially, politically, environmentally, economically and technologically. However, are our cities responsive to such conditions? We believe that cities nowadays are too rigid and static, and are incapable of adapting to constantly shifting conditions and needs. “On the move” provides a critique of the contemporary top-down urban planning approach and the relationship between city and user. Through rethinking and reimaging the urban development process, we provide a framework and toolkit that empowers the people the ability and opportunity to contribute to the planning and development process of cities. The toolkit consists of 3 major tools – The Cloud, The Rules and The Prototypologies. – Through this set of tools, people are now able to participate in the design process, allowing them to make decisions on how their city is designed, how their city grows, and most importantly, how their city is used. While the result might end up in an apparent chaos, it would in fact be nothing but one form of organization framed within the unexpectedness and dynamism given by free will and freedom of choice. The reconceptualised city is designed here collectively, and is highly flexible and responsive to shifting conditions, while celebrating the intense, diverse and complex character of a metropolis. Welcome to YOUR city.

Concept: Urban-Social structure

THE CITY: FROM STATIC TO DYNAMIC– Cities nowadays are designed in a top-down approach, with the Governmental institutions dictating design decisions, hence are often not what the people want or need. Cities are now rigid and static, and are not able to ADAPT to the constantly changing demands and needs of the people. We believe cities should have a dynamic relationship with the people who live there. The city should be designed by a bottom-up approach, giving citizens the tools and parameters within which their city can be designed. The city should be constantly evolving and responding to emerging needs and desires. The city and the people should have a reciprocal relationship. THE TOOLS– In order to create such a dynamic system, we provide the people with a “make your own” planning Toolkit with the necessary urbanistic development instruments. Within the toolkit, there is the Cloud, the Prototypologies and the Rules. The 3 tools work together to create a city that allows freedom through a process of controlled chaos.

Bluefoamit, Francisco Pomares Pamplona, Hugo Maffre, Johannes Pilz, Jonathan Schuster, Nicolas Lee, Irena Nowacka, Saimon Gomez Idiakez, FILIPPO FANCIOTTI — ON THE MOVE

The Cloud

1.- The CLOUD is a critique of the rigid zoning method of contemporary urban planning and is the generator of this dynamic city. The cloud extracts data such as attractions and pedestrian flows from the surrounding context, and generates a 3D map of points that highlight the contexts’ influences. According to these “attractors”, the mapping of points suggest where different scales or typologies could be built to maximize interaction and integration. The Cloud itself is an evolving master plan, and it constantly updates when new projects and flows are introduced.

Bluefoamit, Francisco Pomares Pamplona, Hugo Maffre, Johannes Pilz, Jonathan Schuster, Nicolas Lee, Irena Nowacka, Saimon Gomez Idiakez, FILIPPO FANCIOTTI — ON THE MOVE

The Rules

2.- The RULES indicate and regulate how the user builds in the site. The set of rules ensures the livelihood of the city and its users in terms of social and environmental aspects. Upon the input of every new idea or project within the cloud, a designer will take part throughout a conversational process of consulting. The designer may also be a commission, which will make sure that the overall rules (subject to change according to yearly surveys) are followed throughout the project. They are the guideline for an active co-habitation which again reacts on the needs of the people perpetuating the process whilst ensuring a dynamic growth.

Bluefoamit, Francisco Pomares Pamplona, Hugo Maffre, Johannes Pilz, Jonathan Schuster, Nicolas Lee, Irena Nowacka, Saimon Gomez Idiakez, FILIPPO FANCIOTTI — ON THE MOVE

The Prototypologies

3.- The PROTOTYPOLOGIES are model types that are constantly evolving. As prototypes, they represent a process of evolution, inherently incorporating transformation and evolution as a response to the information they receive from their surrounding context and to the variable necessities of their users. As typologies, they represent structures which are commonly used and understood within our societies. The catalogue shows the potential scenarios of how a prototypology may evolve over time, either in scale or function. The prototypologies do not suggest a shape or form; instead, what is emphasized is their performance – highly flexible and capable of being reused for new functions.

The Railway Boulevard + Vllas

COLONIZATION: 2013-2040 - The virtual cloud is in essence a generic analysis for any specific site. It is therefore designed to be a basic tool for urban planning. In the Saint-Sever area, the actual station and the archive tower are the main XL attractors. According to the rules previously presented (the script of the cloud), strong attractors bring in high density, therefore a high-rise centre emerges between both. Re-using the fret station and turning it into the new Saint-Sever main train station with a new entrance hall is one of the main issues to solve. Around it, new functions will appear re-using the existing warehouse, creating new sidewalks and intense pedestrian activities and flows. The docks in front of the Seine reconfigure the existing hangars again into a new cultural area incorporating theatres, museums and exhibition centres, a space very much open to the public with tertiary amenities and a strong connection with the landscape. A newly created pedestrian and bike bridge crosses the whole site to link the university campus and the city centre through the island, with the station and the south of Rouen. This new flow brings a new dynamic densifiable influence (cf CLoud) in the island allowing the development of new prototypologies around it. Small interventions emerge on top and plugged on the facades of the existing housing towers by means of extending the limbs of the living space creating new terraced facades and green roofs.

COLONIZATION: 2013-2040

ADAPTABILITY: 2040 - New typologies, density and activities have colonized the area and with them opportunities arouse. The Saint Sever Station has turned into the main multimodal node for Rouen connecting the city with the south of France and with it’s own historic centre. The roof of the station has allowed plugged-in typologies and adapted its quality for new functions. Upon the existing warehouses and the long park, the city has been developed spontaneously in stripes creating lineal urban paths which follow the directionality of the existing tissue. In the core of the island the crossing node located between the new pedestrian path and the longitudinal street has attracted numerous activities and turned into a vertical mixed use compact zone, a new icon and a visible skyline for Rouen. Many typologies host new functions 30 years after. People have claimed for more sport facilities in the back side of the site where the landscape opens up, more cultural equipment on the docks and housing demand rises all around. The almost fulfilled total area of the cloud indicates a new conception of the vertical-city based upon reconquering the neglected real estate (roofs, tracks…) and amplifying the possibilities of the new. The process has flexibilized the rigid urban structures and allowed the “Rouennais” to actively collaborate in building their own city.

ASSEnBLY means the realization of your new needs. It creates a new ecosystem in which dimensions have a human scale in a district that reduces distances offering you not just the purchase of new house, but the achievement of a new way of life. Living in ASSEnBLY will mean starting to use what you simply admired before. Here natural and artificial assemble together, because natural elements are mixed into the living fabric of the town. ASSEnBLY puts your individual needs and your social dimensions together so as to reduce the urban scale and create a community. This is ASSEnBLY

Timothy Daniel Brownlee, Simone Pirro_Architetto, Luca tappatà, Roberto Turtù— ASSEnBLY

Development ASSEnBLY is a multiple choice, a collection of many possibilities, the opportunity of changing over time. It represents the end of traditional urban planning: outdoor and indoor spaces can have a wide variety without having to struggle with an over-regulated urban planning burocracy. It can be the new way of transforming the city, abiding by the quality of development.

Timothy Daniel Brownlee, Simone Pirro_Architetto, Luca tappatà, Roberto Turtù— ASSEnBLY

Can ASSEnBLY grow out of the site? ASSEnBLY is the answer to business uncertainties and to the increasing need of space flexibility: thanks to a “functional floating plate” Havenkwartier’s surface will be under a gradual layering, with the intent to double the public space. This place is also used for the public green and for private and semi-private gardens. The urban and floating Landmark ensures streams of bicycles, boats, car and people without their colliding. Private homes and professional/management activities can finally hybridize among them maintaining an easy access to the public and semi-public spaces. The green floating plate could also be the the instrument to transform all of those nearby structures that are next to closure. For example the existing industrial buildings could be covered with the green landmark plate and with new houses allowing the re-use of these structures. The former industrial shells, placed on the ground level of the new structure will accomodate coworking offices, indoor sports facilities, social activities, stores or public spaces.

Timothy Daniel Brownlee, Simone Pirro_Architetto, Luca tappatà, Roberto Turtù— ASSEnBLY

“ASSEnBLY” is a model (prototype) “ASSEnBLY” is a customizable, adaptable, exportable, repeatable, contextualizable model. For example, the Havenkwartier (the area around the harbor) model is placed between the mainland and the water, accessible from both land or water. You can arrive at “ASSEnBLY” by boat, car, bike, bus or by foot. Actually the model can adapt to the different type of soil where it will be built. Even the shape and the dimension of the house-modules can be changed according to climate and context conditions or to the availability of building materials. The district could be bigger or smaller, according to the growing needs of the city in which it will be placed.

Timothy Daniel Brownlee, Simone Pirro_Architetto, Luca tappatà, Roberto Turtù— ASSEnBLY

Housing With “ASSEnBLY”, housing is no longer only a question of building dwellings, but it has become an experiment on new ways of living in the contemporary city. You might decide to buy a common house or try new hybrid forms of living, including new functions that are traditionally considered separated from your home. In “ASSEnBLY”, no matter what your job is or will be, you will find a home capable of changing with you during your lifetime. You could work in your house in direct contact with a growing community. Or you might as well decide to work in a co-working office center sharing your skills and experiences with others. You might be interested in producing concretely your own vegetables in your own garden, or you might as well produce vegetables with your neighbors. In “ASSEnBLY” you can share and team up with your neighbors, enabling you to achieve a better quality of living, reducing dependence on external providers.

Flexibility: organize your own independence In “ASSEnBLY”, whoever wants to, can contribute in an active and responsible way to the energetic and food production, going towards the “self-sustaining”. The new urban structure will improve social and working relationships, providing new ways of sharing collective spaces and using the district in multiple ways. These are some of the mixed-up functions you can find in “ASSEN-bly”: 1. Living and working These are dwellings that include an office or a little shop at the ground level; 2. Living and co-working The dwelling is separated from a common co-working office that has its own restrooms; 3. Sleeping and co-living The dwelling is composed principally of sleeping functions that communicate with a co-eating / co-living area with a big kitchen / living room and bathrooms; 4. Living and gardening All types of dwellings can have a private garden; 5. Living and co-gardening Dwellings might include a co-gardening system to use with neighbors.

Co-gardening The gardens are organized on the first level “floating plate” that connects the houses. This level is also considered a semipublic space. This “plate” also has a connecting path that runs through the gardens and connects to the ground level. The thickness of the slab is such that it can accommodate a soil layer on which vegetables and small plants can grow.

Customize your house ASSEnBLY is an unexpected and surprising district with an incredible variety of houses. Everyone will be able to build his/her own house according to his/her own taste choosing from an “abacus” of customizable elements: external finishing, type of roof, flat typology, type of garden, type of vehicle to be parked, type of working facility. ASSEnBLY”is configured according to the different lifestyles of the people who live in the neighborhood. The abacus of customizable elements and the many possibilities of assembly of the various modules will lead to a controlled planning that will reduce bureaucracy and will simplify over regulated urban planning modes. These rules can be reduced thanks to this district model and the quality of the development can be improved.

Roberto Paoli, Gustavo Carabajal, Sergio Ruggeri, Gianfranco Giovanelli, Mario Giovanelli — Mulino Agri '90

Roberto Paoli, Gustavo Carabajal, Sergio Ruggeri, Gianfranco Giovanelli, Mario Giovanelli — Mulino Agri '90

Roberto Paoli, Gustavo Carabajal, Sergio Ruggeri, Gianfranco Giovanelli, Mario Giovanelli — Mulino Agri '90

Roberto Paoli, Gustavo Carabajal, Sergio Ruggeri, Gianfranco Giovanelli, Mario Giovanelli — Mulino Agri '90

Roberto Paoli, Gustavo Carabajal, Sergio Ruggeri, Gianfranco Giovanelli, Mario Giovanelli — Mulino Agri '90

Roberto Paoli, Gustavo Carabajal, Sergio Ruggeri, Gianfranco Giovanelli, Mario Giovanelli — Mulino Agri '90

Hydraulics Buildings of the River Reno - Gabriele Girolamo Architetto

The river Reno and its tributaries as we know them today, in fact, are the result of work by hydraulic control and remediation lasted for several centuries, at least since the 16th century. It ‘an artificial system, created by man, full of artifacts maneuver that allow you to direct and govern in part the flood events, the management of which requires, therefore, like all the works of man, a timely maintenance activities . *The plumbing of the Rhine basin are a wealth of works of considerable value, built mainly between the end of the 19th century and the first decades of the 900. Public works, therefore, that not only are they still crucial to the hydraulic safety of the area, as confirmed by the contents of the write-off of river basin plans recently adopted by the Basin of the Rhine, but which are also protected under legislation goods of historical and environmental interest. The Chiavica is therefore a ‘work of art or installed between the banks of the watercourse or nell’argine to adjust the exhaust in, or from, the river and to prevent it from rising to regurgitation, the flood waters of the the river itself. *The work includes a threshold between two abutments and wing walls: the shoulders are anchored to the vertical guides (gargami) which run the sluice gates of the dam or the girders. *The figure on the right confirms that the geometry of the works of today is not much different from those of ancient times.

This project refers to the redevelopment of a single-family house on a plot classified as ecological reserve. The pre-existing main house and outbuildings set the perimeter that could be used, and so the project respected and used this limits to enhance the final solution.

Sandra Gerardo — Casa H

Casa H

With the pre-existing in mind, the house is composed of two white interconnected parallelepiped-shaped volumes. The volumes are different in shape, one long and low and the other shorter and taller. As the two volumes articulate differently with the surroundings, they also organize the house in a hierarchy and two separate programs. The interconnection of the two volumes is where the entrances to the house are located, one oriented to the north and the other to the south.

Sandra Gerardo — Casa H

As the plot has a slope, the foundation stone where the two white volumes are supported is visible from the north side, where the same slope is leveraged to create a semi-basement. The house has its openings to the east (rooms), south (kitchen, living room) and west (living room, dining room) protected by flaps and shutters, and is (almost) closed on the north side, boosting to the maximum the energy efficiency. Due to this orientation, the views from the house are framed to the Serra dos Candeeiros, ecological reserves and farming landscapes.

Sandra Gerardo — Casa H

The perimeter of plot is walled with stone extracted locally safeguarding privacy, making it indifferent to stay inside or outside the dwelling. The spatial organization is thus made of physical and visual continuity, creating an ambiguity in reading and defining the boundaries of the closed house, with its big openings and glass panes.

Sandra Gerardo — Casa H

The construction materials used are traditional, such as brick masonry and stone, torn by large spans of glass and aluminum frames to allow for natural illumination. The rainwater is collected form the roof and are properly channeled and filtered to an pre-existing well, allowing for rain water reuse and reducing the impact on the environment. Other techniques were to reduce the footprint of the project, such as heat-pump heating and improved isolation.

Studio Valle Architetti Associati — Housing and Hotel in the Adige City Masterplan

Located on the south side of Richard Rogers’ masterplan for the reconversion of the former Officine Adige industrial site, this string of residential buildings is located along a central park and marks the urban front of the master plan. All of the buildings have been developed with the MABO prefabricated housing system with variations of the insulated concrete panel fronts. The social housing has a five floor comb plan with a linear building on the park and terraced fronts towards the city. The two lines of housing form two corner squares that open up the park to the surrounding neighborhood. The student housing is marked by two wings located at an angle with a cantilevered front. All the student rooms have loggias and the building front is punctuated by them. The hotel is characterized by tight rooms joined at couples by a shared bow- window that enlivens the front with projecting glass volumes. At the ground floor, large glazed fronts and greenery screens mark the common areas.

Studio Valle Architetti Associati — Technology Park

The Liberty Technological park sees the reconversion of the former Libertatea furniture factory and its extension to shape a new city neighborhood. The roads surrounding the existing buildings are connected to new underground parking while the ground floor is destined to pedestrians with a green court at the center of the complex. The old buildings are renovated and united by porticoes and a glazed gallery. The new office buildings act as a visual filter between the court and a new landscaped park along the river running on the north side of the site. They have three floors with a flexible open space that can be adapted to open and enclosed offices as well as for small manufacturing.
