GENESIS OF THE CONSTRUCTION OF A TERRITORY Our strategy of occupation of this site is based on a clear diagnosis of the current situation: the two sites, the RATP and the CASERN on, are severely landlocked, with little dialogue and porosity with the surrounding city. It is clear that many existing buildings are old and unsuitable for use in contemporary life. To act on the terri- tory means to have the courage to demolish it. The city will be adaptable to those who deserve to stay. Our first action is to open new avenues, large main axes, but also secondary axes for slow traffic, to make porous plots project. The dilapidated buildings that forbid the implementation of this urban opening will therefore be destroyed or partially rehabilitated.

At cross road of different flows, the site is close to railway that draw a dynamic movement in the city. We decided to continue this movement, to echo him by waving our bar housing. In addition, the tramway is a tremendous asset to the project, to bridge the gaps, which involved the fragmentation of the site, and to give a homogeneous urban character at the Boulevard Ney. The project takes this into account. The verticality of the towers is enhanced by the introduction of green boxes, vertical gardens that will restore the qualitative into the superposition of the housing 70. Major pedestrian crossings are strategically imple- mented to overcome obstacles in the site : footbridge over the Boulevard Ney in the extension of the green line and further, pedestrian bridge to cross the tracks and to reach the Porte de la chapelle on the other side of the railway. Reconecting is at the heart of our thinking, which is why at each project level, a junction element and porosity is established.

Proposal for the“Porte des Poissonniers” To surpass the urban rupture of the Boulevard Ney and restore the status of urban boulevard, we propose to create a transparent ground floor, rich of the most diverse and porous features, topped by a “land- scaped” building with multiple activities. It is the plurality of functions of the building that gives him his qualities: library, shops, nursery… The planted roofs and the colorful windows of this ground floor provides a scale of intimity. The common gardens o the housings are open to the mail and to the boulevard Ney. They are areas of conviviality and exchange between neighbors, but also places of celebrations, meals and entertainment. Social housing of emergency are located on the streets Poissonniers, in a more confidential place. They are a place of self-reconstruction and protection, leading to a progressive resociabilisation. The housing on the top level meet the large-scale, and are turned to the cities of Paris and Saint Ouen. They offer a variety of types of housing that allows residents to remain in the place even if their social and family circumstances change. Generous terraces, optimal orientations, buildings are designed in search of light and views. We also propose to rebuild the gymnasium and to take advantage of the lower level of the sports ground floor to create a multifunctional complex with a polyvalent space than can receive the prayer room on the Friday.

HOUSING The project proposes to enroll in a high environmental quality approach that begins with the relationship of the building with its immediate context. At ground level, the base meets the surrounding buildings, mainly three floors, and follows also the scale given by the RATP buildings to be rehabilitated. At the urban scale, accommodations offer views of the railway track and the city of Paris and Saint Ouen, offering residents all the poetic and visual potential of the site. At the base, the supply of housing is atypical, with smaller surfaces, intended to be coupled with work- spaces. This is to allow flexibility of supply and a range of variability in the duo work / housing. Thus, a person who does not live in Paris but works ther may choose to have a studio flat next to his workplace. For top housing, each bar has an extremely varied typology of housing, ranging from T1 to T5 b duplex, each boasting generous terrace extension for greater privacy (visual filter plants) . The terraces are used to create vertical gardens, which resonates with the planted courtyards, forming a continuity and a visual identity for the site. Access to housing is partly pedestrian (sweet links) and partly motorized (underground parking Street Fishmongers, automotive Jean Cocteau way street). These multiply possibilties of uses. The project involves the use of renewable materials with low impact on the environment and on the courtyard, the facades are covered with wood and all the windows are made of wood to promote an intimate percep- tion of the building. A building energy management and optimal water gestion are expected, as the recov- ery of rainwater for watering gardens and shared roofs. The visual and thermal comfort is ensured by an optimal orientation of living rooms, the majority of wich exposed to East or West.
